A TH15 anti 2 star base has one clear purpose: make Town Hall difficult to take down while keeping enough buildings protected to stop an easy percentage star. These layouts are useful when 1 star defense can change result of Clan War, CWL battle, Ranked Battle or Legend League defense.
Invisibility Spell Towers can hide Town Hall or nearby defenses at moment when main army reaches the core, causing troops to retarget and move away from planned route. Invisibility combined with Rage Spell Tower can also keep the Monolith, Inferno Towers and defensive heroes dealing heavy damage while the attacker is trying to secure the Town Hall.
Getting first star from Town Hall is only part of a safe 2 star plan. Outer buildings and compartment shapes can pull Root Riders, Throwers and heroes around the sides instead of toward Town Hall. If the army reaches the core late or splits between different sections, attackers can finish below the destruction needed for second star even after using most of their army.
Blimp attacks are another common way to eliminate Town Hall early. Air Sweepers facing common Blimp entry paths can push Battle Blimp away or make it crash before reaching its target. Traps around likely landing areas add another risk when attackers try to take the Town Hall without sending main army into the core.

It is creating a situation where attacker must choose between securing the Town Hall and reaching enough destruction for second star. When main army moves around the core, a Blimp misses its target or the Town Hall stays hidden at right moment, an expected 2 star attack can finish with only 1 star.
